Carbon plant closes; 85 jobs remain at Alcoa
Low global demand ends need for keeping carbon capacity; last layoffs set for February

Alcoa won’t be keeping its carbon plant open and the number of longterm jobs remaining at Rockdale Operations has now slipped to an estimated 85. Company spokesman Jim Hodson said on Friday company officials made the decision to shut down that facility, which had stayed open even as Alcoa systematically shut down the smelter’s six potlines. Hodson blamed the downturn in the national economy and the aluminum industry’s specific economic woes.
“We had been baking blocks (carbon anodes) for other Alcoa plants,” Hodson said. “But the demand just isn’t there anymore. As those pots go down, in other plants, they’re just leaving them down, so they don’t need more blocks.”
In the Sept. 30 announcement that Alcoa was shutting down the Rockdale Operations smelter, company officials said the carbon plant and atomizer would remain open, providing an estimated 140 jobs. That number has steadily been revised downward since September.
95 more layoffs
Ninety-five additional salaried personnel were laid off on Monday, as planned. Hodson said the actual breakdown of place of residence for the 95 was not yet available. “But I assume it will follow
closely how the rest of the layoffs have broken down,” he said. In previous layoffs about 35 percent
have listed addresses in Rockdale’s 76567 zip code.
Layoff end seen
There’s a scheduled layoff of about 63 hourly workers around Jan. 17, then another layoff of 40 hourly and salaried, around Feb. 15. And that could be it, substantially.
“There could be more layoffs throughout 2009 but they’re going to come in very small numbers,” Hodson said. “The Feb. 15 layoff is going to be the last big one.”

Alcoa today announced it will curtail the remaining production at its Rockdale aluminum smelter beginning immediately. In June, the company idled three of the plant’s six operating potlines as a result of ongoing local power supply issues.
As a result, approximately 660 employees will be laid-off in addition to the approximately 160 employees who were impacted earlier, the company said. The company will continue to operate its aluminum atomizer in Rockdale as well as its anode operations there, employing a combined 140 people. Lay-offs at the facility will be implemented in a phased process, with the majority of the reductions occurring toward the end of November and in early December.

MOST ALCOA WORKERS NOW WITHOUT JOBS

(ROCKDALE) Sunday marked the biggest lay-off day in the shut down process at Rockdale`s Alcoa Operations.
The company laid off 380 employees, both salaried and hourly, in the single biggest layoff connected with the smelter being shut down after 56 years of producing aluminum.
An additional 95 salaried Alcoans will get their layoff notices on Dec. 15.
When those 95 additional Alcoans are laid off, that will bring the number laid off since the announcement the plant is closing to somewhere around 600.
On Sept. 30, Alcoa announced it was shutting down the remaining three potlines at Rockdale Operations and laying off an additional 660 employees.
That’s in addition to the 151 already laid off as a result of the June 19 announcement the Rockdale smelter was being reduced from six potlines to three.
More rounds of layoffs, perhaps several more, will be made in 2009.
Jim Hodson, Alcoa spokesman said he was unsure of the dates, but there will definitely be more layoffs after December 15th.
David Edmonds, president of United Steelworkers Local 4895 says the union has been advised there will be another round of layoffs around Jan. 17. Possibly another 60 or so employees will be affected in that round.
The number of jobs which will remain in the Rockdale Operations atomizer and carbon plant, and who will be getting those jobs, remains uncertain.
In the original Sept. 30 plant shutdown announcement, Alcoa estimated 140 jobs, would remain in those two facilities.
That number is now about 115, hourly and salaried, according to Hodson.
Edmonds said the union has been advised 58 Local 4895 members will remain employed in the atomizer and carbon plant.
As of June, 2008, before the layoff began, there were 1,084 employees, hourly and salaried, employed at Rockdale Operations.
Thirty-six percent (364) of those employees reside in Rockdale’s 76567 zip code.
The other 657 lived in 60 towns and communities ranging from Milano to San Antonio to out of state.
